Export StarBasic source as UTF-8

Currently, the StarBasic editor export source as ASCII file, which is inappropriate in many cases when the code contains non-ASCII characters which either loose diacritic signs (if latin letters) or are replaced by question marks. The suggestion is to export the source as UTF-8. That will both enhance source distribution and keep compatibility as for eporting/importing the existing code.

The issue is still there in OOo 3.0 beta. The source exports to cp1251 — probably, according to the locale of Windows XP. This greatly compromises portability of macros.
